Outer Solar System Soldiers

Sailor Saturn’s association with the Outer Solar Systems Soldiers is only a result of her adoption by them in her current life. Saturn originally functioned as a part of the Moon Princess’ court with Mercury, Venus, Mars, and Jupiter; this is based on the fact that these planets have been known since antiquity. Queen Serenity eventually charged Saturn with the duty of acting as a self-destruct button in case of impossibly high levels of corruption due to Saturn’s powers and her proximity to the far outer planets. 

Sailor Uranus and Sailor Neptune have always existed as defenders from alien attack. They operated as a more closely-knit team until they were granted the talismans to awaken Sailor Saturn, at which point they were separated.

Sailor Pluto was not associated with Sailor Uranus and Sailor Neptune until she was granted the talisman to awaken Sailor Saturn. Before that, she existed primarily as the guardian of the Door of Space-Time and secondarily as the leader of the Sailor Soldiers of the Kuiper Belt along with Sailor Proserpina/Charon*. Sailor Proserpina/Charon is Pluto’s equal, as Pluto and Proserpina/Charon entered the alliance with the Moon Kingdom as a binary system; Proserpina/Charon is not bound to the Door of Space-Time permanently as Pluto is, but she must return periodically to check in with her and help her strengthen the protections on the Door. When not at the Door, she is the one to lead the Kuiper Belt Soldiers in battle. Technically Sailor Eris should be the leader, but no one thought that would be a good idea. Pluto is known as the Keeper of Time; Proserpina/Charon is known as the Keeper of Nature. 

*During the time of the Silver Millennium, Charon was known as Proserpina. It’s always bugged me that the guy who named it named it after his wife—despite everyone else wanting to name it Persephone or Proserpina—and it was just a happy coincidence it was also the name of an appropriate Greek deity.
